Rhonda Murray moved to
enter executive session to discuss possible litigation not subject to public
disclosure. Vickie Powers seconded and the motion carried.
Virginia Dickman moved to
enter regular session. Vickie
Powers seconded and the motion carried.
Regarding the Final Order
in case number SWO-L3C-03-02-90, Virginia Dickman moved to suspend the license
for 5 years. In addition the following conditions must be met prior to
reactivating license: Obtain a
psychological evaluation by either a clinical social worker or a Ph.D.
psychologist within six months prior to seeking to reactivate license after the
suspension. Pay the cost and fees
occurred in the prosecution and investigation in an amount to be determined by
the Bureau of Occupational Licenses. Obtain
20 hours of continuing education in a face-to-face setting with an instructor
concerning boundaries and such other ethical subjects as appropriate.

Virginia Dickman moved to
adopt the findings of fact and conclusions of law in a recommended order for
complaint file SWO-P4B-03-02-84 except as follows: suspend license for 5 years. The conditions in order to reinstate license would be in the
recommended order except that respondent must undergo a drug and alcohol
evaluation conducted by a Drug and Alcohol Evaluator certified by the State of
Idaho who possess a college degree; Respondent must provide a recommendation
from either a clinical social worker or a licensed Ph.D. psychologist, conducted
within the year prior to any request for reinstatement of license, establishing
that respondent has been fully rehabilitated and can successfully perform
obligations as a licensed social worker; Continuing education must be face to
face with an instructor; Conditions after reinstatement of license requires two
years probation and the Board shall retain the right to establish the
appropriate conditions for probation, which may include random urinalysis and
other drug and alcohol rehabilitative action; Respondent to pay the costs of
investigation and prosecution in this matter in an amount to be determined by
the Bureau of Occupational Licenses. Rhonda
Murray seconded the motion.
Virginia Dickman moved to
amend the motion by taking out the recover of cost as it is already stated in
the order. Rhonda Murray seconded the amended motion and the motion
carried.
Virginia Dickman moved to allow Rhonda Murray sign the consent agreement in the place of the Board Chair. Vickie Powers seconded the motion and the motion carried.
Rhonda moved to adjourn
the meeting at 11:00 a.m. Virginia
