ASWB SPRING MEETING
The ASWB Spring meeting will be April 19
– 22, 2001 held in Memphis, Tennessee.
Those attending the meeting will be Virginia Dickman, Kenneth Salzman,
Robert Payne and Budd Hetrick.
CORRESPONDENCE
A letter was reviewed from a convicted
felon who had received a withheld judgment.
The person requested approval from the Board to receive a social work
license upon completing a degree in social work.
Kenneth Salzman will notify the person that applications from convicted
felons are received and considered by the Board. Upon receipt and review of complete applications, those
meeting the requirements will be considered like everyone else for examination
and licensure.
EXECUTIVE SESSION
Virginia Dickman moved to go into executive
session to discuss potential litigation and items exempt from disclosure under
the Public Records Act. Robert
Payne seconded, and the motion carried.
Virginia Dickman moved to re-enter regular
session. Rhonda Murray seconded,
and the motion carried.
Virginia Dickman moved to accept the Kirsten Wallace’s recommendations for complaint files: SWO-L4B-03-97-002, SWO-L2B-02-97-010, SWO-P3A-03-97-013 and SWO-P4B-03-99-004. Rhonda Murray seconded, and the motion carried.
Virginia Dickman moved to accept the
consent order for complaint file SWO-L5A-04-00-009.
Rhonda Murray seconded, and the motion carried.
INVESTIGATIVE REPORT
John Kersey presented the investigative
report indicating that twenty-one (21) complaints have been received for the
year 2000. Of those nine (9) remain
under investigation. Two (2) are
under legal review. Of those
closed, one was withdrawn by the complainant; one was referred to another agency
after a review revealed that the Bureau lacked jurisdiction.
Eight (8) were closed without action.
Thirteen (13) complaints were received in
the year 1999. Of those, three (3)
remain under legal review. One
needs a professional review. Six
(6) were closed without action.
John Kersey and Kirsten Wallace asked the
Board for a recommendation regarding complaint files that need professional
reviews. The Board decided to
rotate the complaint files among the board members that need professional
reviews. The member who reviewed the file would be recused from any further
action on the complaint.
CONTRACT
Budd Hetrick presented the Bureau/Board
contact to the Board. Virginia
Dickman moved to approve the contact and empower Kenneth Salzman to sign on
behalf of the Board. Robert Payne
seconded, and the motion carried.
LAW WORKSHOP
The Board worked on a draft of possible law
changes for the year 2002 legislation.
SOCIAL SERVICE DESIGNEES
The Board discussed the Provision of Social
Services in Skilled Nursing Facilities Agreements dated November 2000. The next meeting is scheduled for March 16, 2001 for further
discussion on the agreement.
EDUCATIONAL LETTER
The Board reviewed a draft letter written
by Rhonda Murray to be sent to all licensed nursing facilities in Idaho
regarding social services in facilities.
