Kenneth Salzman called the meeting to order
at 9:00 a.m.
MINUTES
Robert Payne moved to approve the April 3,
2000 board meeting minutes. Virginia
Dickman seconded, and the motion carried.
Virginia Dickman moved to approve the May
15, 2000 conference all minutes. Robert
Payne seconded, and the motion carried.
FINANCE REPORT
Thomas Limbaugh presented the finance
report indicating a balance of $62,002.45 as of June 30, 2000.
The fund balance has increased to the recent renewal fees received
Virginia Dickman moved to raise the $50.00 cap in the law to $75.00 and in the
rules raise the renewal fee for bachelor level licensees to $45.00 and masters
level to $50.00 for the 2001 to 2002 renewal period. Robert seconded, and the motion carried.
INVESTIGATIVE REPORT
The investigative report was presented to
the Board indicating twelve (12) complaints have been received for the year
2000. Of those, one (1) was closed
after the complaint was withdrawn at the request of the complainant.
Nine (9) remain open for 1999 and are under investigation or legal
review. Three (3) remain open for
1997 for pro-review.
The board received three (3) proposed
consent orders from Kirstin Wallace. Virginia
Dickman moved to go into executive session.

Virginia Dickman moved to re-enter regular
session. Mary Curran seconded, and
the motion carried.
Virginia Dickman moved to accept all three
(3) concent orders for complaint files SWO-L4-04-00-002, SWO-P4C-04-00-003 and
SWO-P3-04-00-006. Robert Payne
seconded, and the motion carried.
SOCIAL WORK APPLICANT
The Board requested that a social work
applicant attend the board meeting regarding past convictions.
Robert Payne excused himself from the meeting. Virginia Dickman moved to
enter executive session. Mary
Curran seconded, and the motion carried.
Virginia Dickman moved to re-enter regular
session. Mary Curran seconded, and
the motion carried.
Virginia Dickman moved to issue a license
with no restrictions to the social work applicant, which had already passed the
ASWB examination. Mary Curran
seconded, and the motion carried.
NEW APPLICATIONS
The board reviewed and approved the new
applications to be used. These
applications are available on the web-site.
CORRESPONDENCE
The board received a letter from Human
Resources regarding temporary permits. The
Human Resource’s job register requires social workers to be licensed prior to
being placed on the register. The
social work law requires applicants to be graduated prior to the issuing of a
permit. This is a problem for
social workers seeking state jobs prior to graduation.
The board directed Mary Curran to write a letter to Human Resources
letting them know the social work laws regarding the issuing of a permit.
Certified Social Worker, CSW-729 requested
approval of clinical supervision hours received from a supervisor that was not
pre-approved. The board denied the
request.
RENEWAL FORM
The Board would like the continuing
education audit form changed to read instructor’s credentials in the place of
course location.
LAWS AND RULES
The Board met with NASW and Clinical
Society to work on laws and rules. This
will be continued at the next board meeting December 4, 2000.

SOCIAL WORK IN LONG TERM CARE FACILITIES
The Social Work Board met August 1, 2000
with interested parties regarding social work services in long-term care
facilities. There were twenty-one
(21) present to discuss the issues involved.
Senator Grant Ipsen was asked to carry legislation that would stay the
sunset provision in the current law for another year.
This will give more time to come to agreement on a workable solution
regarding social services in long-term care facilities.
Meetings have been scheduled for the third Friday for the next eleven
months.
The meeting adjourned at 11:15 August 1, 2000.
