MINUTES
Nancy Killinger moved to approve the
December 7 and 8, 1998 minutes. Mary
Curran seconded the motion, motion carried.
Nancy Killinger moved to approve the May
14, 1998 conference call minutes. Virginia
Dickman seconded the motion, motion carried.
FINANCE REPORT
Carmen Westberg, Bureau Chief presented the
finance report indicating a balance of $22,438.74.
CONTRACT
Carmen Westberg informed the board that the
Bureau/Board contract is being rewritten and is not finalized at this time.
Virginia Dickman moved to empower Chairman Kenneth Salzman to sign the
contract once it is complete. Nancy
Killinger seconded the motion, motion carried.
COMPLAINTS
John Kersey, Supervising Investigator
presented the investigative report indicating that three (3) complaints have
been received for 1999. Of eight
complaints received during 1998, three remain under investigation and two are
under legal review. Seventeen (17)
complaints were received in 1997. Of
those three remain under investigation and three are under legal review. Four (4) complaints from 1996 remain under investigation, and
are in the process of closure.
John Kersey asked the board for help in
putting together a list of reviewers that can be used to help in reviewing
complaints that come in.
BOARD ACTION
Neena Smith, social worker attended the
board meeting to discuss pending disciplinary action.
Mary Curran, board member excused herself from the meeting.
Nancy Killinger moved to go into executive
session to discuss pending disciplinary action.
Virginia seconded the motion, motion carried.
Virginia Dickman moved to re-enter regular
session. Nancy Killinger seconded
the motion, motion carried.
Virginia Dickman moved to accept the
consent order as written for Jim Grohskopf.
Stephen Cummings seconded the motion, motion carried.
CLINICAL SUPERVISION
Sandra Johnson attended the board meeting
requesting her supervision hours be accepted.
Mary Curran moved to approve her application and issue a private practice
clinical license. Stephen Cummings
seconded the motion, motion carried.
Becky Yancey attended the board meeting
requesting approval of supervision hours received prior to her supervisor being
approved. The board denied her request and stated hours received after
October 18, 1997 can only be counted toward the requirement.
Karen Andrews attended the board meeting
requesting approval of supervision hours received from Michael Estes, MD.
Ms. Andrews’ original application was received before the July 1, 1998
requirement change. The Board
asked Ms. Andrews to have Mr. Estess send a letter stating that he did supervise
her for the required 100 hours of supervision.
NASW
Mike Petersen, NASW Executive Director
attended the board meeting and was extended an invitation to attend all board
meetings.
TEST SITE
Mary Curran has received complaints from
applicants regarding the testing conditions at the Boise test site.
The Board asked that Mary send a letter to Donna DeAngelis at AASSWB.
SOCIAL WORK APPLICANT
Kamala Taylor attended the board meeting
requesting approval to take the basic level examination for licensure.
The record notes that Ms. Taylor received a felony conviction in 1991. Virginia Dickman moved to allow Ms. Taylor to take the
examination and to provide her written notice that any future problems could
result in a review before the board. Mary
Curran seconded the motion, motion carried.
Henry Parker attended the board meeting
with concerns regarding his supervisor. Mr.
Parker wanted an opinion regarding a report he had done on one of his clients in
1994. The Board explained they do not have jurisdiction over
agencies.
Mary Curran addressed the board about the
possible application of Juana Lopez, who is licensed in Mexico.
Virginia Dickman moved to allow Mr. Lopez to make application.
Nancy Killinger seconded the motion, motion carried.
Stephen Cummings moved to amend the motion to read that if Mr. Lopez has
taken a similar examination to AASSWB that he be approved.
Nancy Killinger seconded the motion, motion was not approved.
CORRESPONDENCE
Jeannie Melton, Clinical Social Worker,
wrote the board a letter regarding a problem she is having with First Health,
which administers Albertson’s mental health plan.
First Health is denying payment because Ms. Melton is not an LCSW.
Virginia Dickman moved to have a letter sent to Albertson’s Insurance
explaining that Idaho does not have the LCSW designation, but that the CSWP-C is
the same. Mary Curran seconded the
motion, motion carried.
