Chairman Birdsall called the meeting to order at 9:07a.m.
Ms. Crockett moved to approve the minutes of July 29-30, 04 as corrected. Mr. Shiosaki seconded the motion and it carried.
BUREAU STAFF
Ms. Jacobsen stated the Rules and Law changes have been submitted for the Legislative process.
Investigative Report
For the year 2005 2 complaints have been received and are under investigation
For the year 2004 - 26 complaints and 14 are open and under investigation
For the year 2003 - 21 complaints and 9 are open and under investigation
For the year 2002 14 complaints and 1 is open and 5 have gone to the Deputy Attorney General
For the year 2001 3 complaints and 2 awaiting disciplinary action.
COU-P4G-2004-13 Jun Shiosaki moved to close the case with no action. Ms. Crockett seconded the motion and it carried.
COU-P1-1-2004-24 Ms. Crockett moved to recommend a warning/advisory letter be sent with copies to the California Licensing Board, to complainant and to the county prosecutors office. Dr. Fischer seconded the motion and it carried.
COU-P-3-02B-02-055 1. Mr. Shiosaki moved to approve the stipulated agreement as signed and authorizes the Chairman to sign it. Dr. Freeman seconded the motion and it carried.
Ms. Crockett moved to approve the stipulated agreement. Dr. Fischer seconded the motion and it carried. Vote = five yeas, one abstention.
COU-2004-6 Dr. Fischer moved that a letter by Ms.
Guyon be sent outlining the investigations and recommending a study
COU 2005-1 Dr. Fischer moved that Ms. Guyon write a stipulated agreement for both cases including:
1. Costs and fees,
2. 15 hours of Ethics,
3. a copy of the informed consent and corrections be sent to the Board,
4. $500.00 fine and period of probation.
5. After probation must apply again to the Board.
Ms. Crockett seconded the motion and it carried.
A conference call is set for October 21, 2004 at 1:30 Mountain Daylight Time for discussion of the final order for case COU-2004-3.
The Board requests that the Bureau put the model consent form on the website as well as the sample consent form.
Dr. Craig reported on the Reno AAMFT Educators Summit of July 17, 2004. Approximately 100 members were at the meeting and the discussion covered the implications of the newly developed core competencies in Marriage and Family Therapy. There is a movement for the field to an outcome-based education and training system. Discussion was held on how and when would be best to teach the core competencies and outcome-based learning and assessment.
Mr. Shiosaki moved to recess for lunch. Dr. Fischer seconded the motion and it carried.
Chairman Birdsall reconvened the meeting at 1:23p.m. with all Board Members, Ms. Jacobsen, Mr. Hales and Janice Wiedrick present.
Ms. Jacobsen presented the financial report showing a positive balance of $77,714.50 to the Board. The balance is declining and needs monitoring.
The contract between the Bureau and the Board was presented to the Board and discussion was held. Ms. Crockett moved to authorize Chairman Birdsall to sign the contract on behalf of the Board. Mr. Shiosaki seconded the motion and it carried.
The question If a Board Member has information that might appear to influence the licensing of an applicant do they tell the rest of the Board? Mr. Hales response is to talk to him first for clarification and each incident is on a case by case situation. Must follow due process.
Pamela Linton met with the Board for the review of her application in case the Board had any questions. Dr. Fischer moved to go into executive session to consider records that are exempt from disclosure as provided in Chapter 3, Title 9, Idaho Code. Dr. Freeman seconded the motion and it carried.
Dr. Fischer moved to come out of the executive session. Mr. Shiosaki seconded the motion and it carried.
Mr. Shiosaki moved to approve the licensure of Pamela Linton. Dr. Freeman seconded the motion and it carried.
Discussion was held on the present examination sites and the problems with parking on campus on Fridays. The Bureau is aware of other State buildings for use that would have easy access.
Ms. Crockett moved to have the Bureau find more accessible rooms for administering the examination. Dr. Fischer seconded the motion and it carried.
Dr. Fischer may have information about a less crowded area for examinations on campus in Moscow.
Psycho-Social Rehabilitation (PSR) was discussed by the Board. Dr. Fischer moved to accept PSR experience be approved for the licensure requirement if all other qualifications about supervised experience are met. Dr. Freeman seconded the motion and it carried.
The next scheduled meeting is February 1-2, 2005. Agenda Items include:
1. Graduate students and Registered Supervisors loophole.
2. Portability
The Board requests that on the Verification of Supervised Experience form, check boxes be added for:
[ ] Hours earned during school
[ ] Post-graduate hours
Web-cam supervised experience rules to be drafted by Mr. Hales to be presented next year at the Legislature.
Portability to be discussed further at the February 1-2, 2005 meeting.
Dr. Fischer and Ms. Crockett presented for the Board at the Idaho Association of Marriage & Family Therapy Conference on October 1, 2004.
The Board recessed at 4:00p.m. to reconvene on October 6, 2004 at 9:00a.m.
OCTOBER 6, 2004
Chairman Birdsall called the meeting to order at 9:05a.m. Board Members present: Chairman Birdsall, Dr. Fischer, Dr. Freeman, Mr. Shiosaki, Ms. Crockett. Absent/Excused: Dr. Jones.
Discussion was held on Licensed Marriage & Family Therapists being reimbursed by Medicaid if they are a part of a facility with physician over-site. The Board is to designate the position of LMFTs, LPCs and Interns being reimbursed through the facility. A meeting with Medicaid, the Social Worker Board, Consumers and Counselors needs to take place.
Dr. Fischer moved to go into executive session to consider records that are exempt from disclosure as provided in Chapter 3, Title 9, Idaho Code. Mr. Shiosaki seconded the motion and it carried.
Dr. Fischer moved to break for lunch. Mr. Shiosaki seconded the motion and it carried.
Ms. Crockett moved to reconvene the executive session at 1:10p.m. Mr. Shiosaki seconded the motion and the motion carried.
Ms. Crockett moved to come out of executive session. Mr. Shiosaki seconded the motion and it carried.
Ms. Crockett moved to license those approved by the Board. Mr. Shiosaki seconded the motion and it carried.
BOARD BUSINESS FILE
The Board Business file was cleared with the following actions taken:
Mark Lancet- needs to have more credits to meet the 60 semester credit requirement.
Greg Sutton Lacks credits and the supervisor in Utah must meet Idahos requirements.
Stacia Carr needs to fill out form for continuing education pre-approval.
Eli Ross Letter by Chairman Birdsall be sent to him.
Kathy Rogers PSR experience approved if all other criteria is met.
Staci Moritz Refer to 150.02.b for graduate program requirement.
Having no further business before them, Mr. Shiosaki moved to adjourn the meeting. Dr. Fischer seconded the motion and it carried.
