Chairman Jones called the meeting to order
at 9:02a.m.
Dr. Craig moved to approve the minutes of
October 7-8, 2003 and February 3-4, 2004. Dr. Fischer seconded and the motion
carried.
BUREAU STAFF
Ms. Jacobsen told the Board that all the
Rules had been accepted and were in force at this time.
There are no more Pastoral Counselors as of July 1, 2004 and the one-hour
of Ethics per year for continuing education is in effect.
Mr. Hetrick presented the financial report
showing a cash balance of $87,011.99, which is a decrease in funds, with
expenses outpacing revenues. Discussion
was held on the methods of improving the financial status.
Ms. Jacobsen presented the investigative
report showing that there have been 22 complaints received in FY2004, with
17 under investigation and 2 awaiting Board action. For FY2003, 21 were
received, with 13 under investigation and 1 awaiting Board action.
COU P5-2-2002-79 – Following discussion,
Mr. Shiosaki moved to accept the recommendation to authorize the Bureau to close
the investigation. Dr. Birdsall
seconded and the motion carried.
Ms. Guyon presented a recommended
disciplinary action report for Board Review.
COU L4-04-01-003 Ms.
Crockett moved that a Stipulated Agreement be negotiated to require that
respondent: complete 15 contact hours in Ethics; complete six months of
supervision with a focus on boundary and confidentiality issues with the
supervisor to submit a report at the end of supervision; and pay the
investigative and legal costs. Mr.
Shiosaki seconded and the motion carried.
COU P5A-01-03-2
Dr. Fischer had studied the case and recused
himself before giving a report to the Board. Ms. Crockett moved that a
Stipulated Agreement be negotiated to require that respondent: attend 15 contact
hours in Ethics including six hours in legal issues, forensics and custodial
issues; and pay the investigative and legal costs.
Dr. Craig seconded and the motion carried.
PROPOSED CHANGES
1. Delete rules for Pastoral Counselors
2. LCPC’s to take the NMHCE instead of showing proof of diagnostic proficiency and condense the examination requirements in rules.
3. Law authorizing a $25 administration fee for examinations.
4. Require
LPC’s to have 20 hours of Continuing education to renew license.
Dr. Fischer moved to add a $25 fee for
administration of examinations to law and to raise the cap on renewal of
licensure fee to $100. Dr. Birdsall
seconded and the motion carried.
Mr. Shiosaki moved to mail postcards to all LPC’c advising of a proposed rule change to require 20 hours of continuing education including one hour of ethics each year to renew licenses, and that if passed, the rule would be effective at the end of the 2005 legislative session. Dr. Fischer moved to amend motion about the postcards to include the information on the NMHCE passing score requirement for LCPC licensure.
Dr. Birdsall seconded the original motion
and the amended motion and both carried.
PORTABILITY
The portability of licenses was discussed
and Dr. Birdsall reported that the National Counseling Registry will have two
tiers on licensing. Tier I requires 48 semester hours of education and Tier II
requires 60 semester hours of education. The National Counseling Registry will
hold the credentials for applicants who pay a fee.
Marriage and Family Therapy questions.
Discussion was held on courses with mixed
content areas, and the splitting of such courses on the MFT license application.
Regarding adequate education, the Board will not pre-approve university courses.
The Board noted the responsibility of the universities, advisers and
students to make sure the required coursework is provided and completed.
Dr. Fischer moved that Chairman Jones draft
a letter to the universities regarding courses and programs, and that all
members of the Board sign the letter.
Ms. Crockett moved to go into executive
session to consider records that are exempt from disclosure as provided in
chapter 3,title 9, Idaho Code. Dr. Birdsall seconded and the motion carried.
Mr. Shiosaki moved to come out of executive
session. Dr. Craig seconded and the
motion carried.
Dr. Fischer moved to recess at 4:10p.m.

Shiosaki seconded and the motion carried.
May 5, 2004
Chairman Jones called the meeting to order
at 9:06a.m. with all Board members present and Rayola Jacobsen, Budd Hetrick and
Janice Wiedrick also present.
Dr. Craig moved to go into executive
session to consider records that are exempt from disclosure as provided in
chapter 3,title 9, Idaho Code. Ms. Crockett seconded and the motion carried.
Dr. Craig moved to come out of executive
session. Dr. Birdsall seconded and
the motion carried.
An LMFT Summit Meeting will be held in Reno
July 15-17, 2004, with AAMTRB paying the hotel and registration expenses.
Dr. Craig will attend this meeting.
Dr. Birdsall moved to accept the letter to
all licensees concerning supervisor registration.
Dr. Fischer seconded and the motion carried.
A draft of the contract between the Bureau
and the Board was presented. The percentages for administration, investigative
and fiscal have all dropped in the second half of the year because of the new
Drinking Water and Wastewater Board.
The Board discussed the application of credits for requirements and authorizes the Bureau to establish an operational policy. The courses for counselor applicants could be split if they fit into two areas but the credits must be split as well. Cannot count the same credits twice. The applicants for the Marriage and Family Therapy licensure cannot split coursework or credits. The Board will make the final determination on credits.
Mr. Shiosaki moved to adjourn for lunch.

Board Members present.

session. Dr. Craig seconded and the
motion carried.
Dr. Birdsall moved to issue licenses to
those applicants approved by the Board. Dr.
Fischer seconded and the motion carried.
Having no further business before them, the
meeting adjourned at 1:30p.m.
