Chairman Craig called the
meeting to order at 9:07a.m.
Ms. Jackson moved to
approve the minutes of May 7-8, 2002 as corrected.
Jun Shiosaki seconded the motion, motion carried.
Rayola Jacobsen reported
the new conference room is completed.
This is the twentieth
anniversary year for the Board and they would like to invite old members,
Legislators, the Governor, and the Association Board members to attend the
October 1 meeting. At this time
there are a total of 967 current license holders.
Budd Hetrick presented
the financial report showing a
positive balance of $11,636.58. This
is under the budget set for the year.
Mr. Hetrick presented the
investigative report showing for the year
2002, 13 complaints have been received and 9 are open and under investigation.
For the year 2001, 2 are under investigation and for the year 2000, 2 are
open and under investigation.
The Bureau received a
request from Advanced Training in Behavioral Sciences to put a link on the web
page for them. The Board/Bureau
does not put private, commercial links on the web page.
Roger Hales met with the
Board to discuss the proposed law and rule changes.
Discussion was held on
whether or not the Board should rely on the supervisors comments to approve the
license applications. The
supervisors need more instruction on supervision.
A
separate bill will be drafted for the faith-based rule change.
A temporary rule will be
needed if the law changes about interns registering passes the legislative
process.
Chairman Craig left the
meeting due to illness.
Dr. Bill King, from the
American Association of State Counseling Boards, met with the Board to discuss
the National Clinical Mental Health Counseling Examination (NCMHCE).
Also present at this meeting were: Rosemary Luque, Joe Toms, and Julie
Myers from the Idaho Mental Health Counseling Association.
Discussion was held on
the examination process and the possibility of adding the NCMHC examination to
the requirements for Licensed Clinical Professional Counselor for assessment of
diagnostic proficiency. This
information will be taken to the Idaho Mental Health Counseling Association and
the Idaho Counseling Association for feedback before a rule change is enacted.
Also grandfathering of licensees was discussed for the LCPC new requirement if the examination is required.
The Board will consider
continuing education requirements for Licensed Professional Counselors at some
time in the future.
The meeting recessed at
4:00p.m. to reconvene at 9:00a.m. on July 11, 2002.
July 11, 2002
The meeting was called to
order by acting Chairman Dawna Jackson at 9:00a.m.
Board members present are: Jun
Shiosaki, Bobbie Birdsall, Eric Jones, Roberta Crockett and Dawna Jackson.
Absent/excused is Richard Craig. Bureau
Staff included: Rayola Jacobsen, Budd Hetrick and Janice Wiedrick.
Continuing Education review:
The
following are to receive letters for Continuing Education Units (CEU’s):
Chuck Bunch must supply the certificate copies and Jun Shiosaki moved to
have Kevin Kracke supply 12 additional CEU credits within 90 days of receiving
the letter. These CEU’s cannot be
applied to the renewal in 2003. He must obtain an additional 20 units for the
2003 renewal. Dr. Jones seconded
the motion, motion carried.
Roberta Crockett moved
that all other CEU’s be accepted as reviewed. Mr. Shiosaki seconded the
motion, motion carried.
ELECTION OF OFFICERS
Bobbie Birdsall moved to
unanimously elect Eric Jones as Chairman. Roberta
Crockett seconded the motion, motion carried.
Jun Shiosaki moved to
unanimously elect Bobbie Birdsall as Vice-Chairman.
Eric Jones seconded the motion, motion carried.
Roberta Crockett moved to
unanimously elect Jun Shiosaki as Secretary, Bobbie Birdsall seconded the
motion, motion carried.
Discussion was held on
informing all licensees about the changes in proposed law and rules and also to
notify the education programs as well.
Jun Shiosaki moved to
have the supervision requirement be set for July 1, 2004.
Eric Jones seconded the motion, motion carried.
The section on the
registration of interns cannot be initialized until the law becomes effective.
Roberta Crockett moved to
accept the changes as temporary rules except for the fees. Jun Shiosaki seconded
the motion, motion carried.
Eric Jones moved to
strike the non-profit paragraph as a separate bill and put it with the religious
paragraph. Bobbie Birdsall seconded
the motion, motion carried.
Roberta Crockett moved
that the Bureau is to present the changes for the legislative process.
Jun Shiosaki seconded the motion, motion carried.
Board Business File was
cleared with the following actions:
Bobbie Birdsall moved to allow Jim Griggs to have a second wall certificate. Eric Jones seconded, motion carried.
The request from Roberta
Phipps for approval of Continuing Education credits is granted.
The request for the
approval of Continuing Education credits for “Ethics” and “Aging”
workshops is granted.
Dalton Lombard is to be
invited to the next scheduled Board meeting for discussion on his proposal for
changes in the Pastoral Counseling requirements.
Bobbie Birdsall moved to
compensate a graduate student a total of $200.00 to rewrite the Counselor and
Marriage and Family Therapist brochure.
