Chairman Craig called the
meeting to order at 9:07a.m.
Dawna Jackson moved to approve
the minutes of February 5-6, 2002. Dr.
Birdsall seconded the motion, motion carried.
BUREAU STAFF
Rayola Jacobsen reported the
present phone system was updated and is working well.
The present boardroom will be added to and renovated to accommodate
larger board meetings and exams effective July 1, 2002.
Ms. Jacobsen presented a training session on parliamentary procedure to
the Board.
Discussion was held on proposed
law and rules including service extenders, supervision requirements, time frames
and who can do supervision. Jun
Shiosaki moved to table the discussion, Dawna Jackson seconded the motion,
motion carried.
Lisa Johnson met with the Board
to explain her application and lack of practicum.
Ms. Johnson would like the Board to consider her residency in Arizona in
lieu of the required practicum of three credit hours she is lacking.
The Board by consensus tabled the discussion to a later time.
The tabled law and rules were
brought up for continued discussion. Proposed laws were drafted for Licensed
Professional Counselors and Licensed Marriage and Family Therapy supervisors and
interns. The Board would like
the word “state” changed to “jurisdiction” in the new laws.
A separate bill is to be
drafted to reword the faith-based counseling exemption.
Roberta Crockett moved to hold
the legislation for the law change for service extenders for this session and
take drafts to the Associations for input.
Dawna Jackson seconded the motion, motion carried.
By the July meeting the draft for proposed law and rule changes will be
ready to take to the Association.
Discussion was held on changing
the renewal date to the applicant’s birthday. The fees will be pro-rated per
day for the first license to be effective July 2003.
Dawna Jackson moved to approve this change,
Dr. Jones seconded the motion, motion carried.
Dawna Jackson moved to recess
for lunch, Dr. Jones seconded the motion, motion carried.
Dr. Jones moved to remove all
proposed language referencing Licensed Marriage and Family Therapy from the new
proposed rules and accept everything else.
Dawna Jackson seconded the motion, motion carried.
The matter of Lisa Johnson
needing three practicum credits was discussed.
Dr. Birdsall moved to accept the residency in Arizona at the Phoenix
Interfaith Counseling in lieu of the practicum. Ms. Johnson must complete a
three semester, graduate counseling course to complete the licensure process for
the Professional Counselor license. Ms.
Johnson may use any clinical post-licensure hours in Arizona toward the Clinical
Professional Counselor license in Idaho. Jun Shiosaki seconded the motion,
motion carried.
Discussion was held on the use
of the National Clinical Mental Health Examination for the Clinical Professional
Counselor license. Dawna Jackson
moved to contact Jack Sutton or another representative from AASCB to make a
presentation at the July 10-11 meeting of the Board.

CONTINUING EDUCATION
Dr. Jones moved to accept the
continuing education hours for Clinical Professional Counselors and Marriage and
Family Therapy as interchangeable and only 20 hours are needed if a person holds
both licenses. Dawna Jackson
seconded the motion, motion carried.
The
Board would like the application language changed from “moral turpitude” to
“good moral character.”
SUPERVISION PAGES
The Board would like the blue
supervision pages with the notarized signature of both the applicant and the
supervisor to be added to the application packet.
Discussion of Rules included:
Dr. Birdsall moved to accept
the addition to rule 150.02.d, 225.01.d, 235.03.d and 238.03.d
”Supervised experience shall be determined to be acceptable to the
Board upon the favorable recommendation of the supervisor by a signed, notarized
affidavit.” Jun Shiosaki
seconded the motion, motion carried.
June Shiosaki moved to change
54-3402 (page 6) the section on faith based counseling to read
“Nothing in this chapter shall be construed to apply to the counseling
activities and services within any religious denomination or sect.”
Dr. Jones seconded the motion, motion carried.
The meeting recessed until May
8, 2002.
MAY 8, 2002
Dr. Craig reconvened the
Professional Counselors and Marriage and Family Therapy Board at 9:05a.m with
all Board members present.
Roberta Crockett brought
wording for the exclusion of faith-based counseling from the American Counseling
Association model that includes rabbi, priest, minister and regular or
specialized ministerial duties. Dawna
Jackson moved to take both changes to the Governors office, the ACA first, to
see if either will be approved. Dr.
Jones seconded the motion, motion carried.
The brochure was discussed and
it needs updating. Dr. Craig is to
see if a graduate student could do the changes for the brochure.
Applications were reviewed with
the following actions.
LMFT’s 18 approved for licensure
LPC’s 09 approved for licensure
LCPC’s 08 approved for licensure
All other applicants are to
receive a letter on what is needed to complete the licensure process.
Rayola Jacobsen reported that a
new open meeting law effective July 1, 2002 will allow a conference call meeting
with one Board member here at the Bureau and all others on speaker phone.
The 20th Anniversary
of Counselor licensing is this year. It
has been suggested that the present Board invite past Board members to a party
in conjunction with the Board meeting in October.
