Minutes of July 11-12, 2001
Dr. Craig called the meeting to order at 9:03a.m.
ROLL CALL: Richard Craig, Ed.D., Chairman; Bobbie Birdsall, Ph.D.; Jun Shiosaki; Eric F. Jones, Ph.D.; Roberta Crockett, M.A.; Dawna Jackson, M.Coun.
ALSO PRESENT: Budd Hetrick, Deputy Bureau Chief; Roger Hales, Administrative Attorney; John Kersey, Chief Investigator; Janice Wiedrick Secretary
Ms. Jackson moved to dispense with the minutes of June 5, 2001 for this meeting. Dr. Birdsall seconded the motion, motion carried.
Mr. Hetrick presented the financial report to the Board. The report shows a positive balance of $100,021.12.
Mr. Hetrick explained about the change in meal reimbursements for Board members. If the Board member stays overnight, the meal reimbursement is not taxable. Meal reimbursements have increased for in-state rates and for out-of-state reimbursements it follows the Federal guidelines for each city.
Direct and indirect expenses were explained to the Board.
Mr. Kersey presented the investigative report showing four complaints in fiscal year 2001 at this time. Fourteen complaints were received in 2000 and six remain open and under investigation.
Mr. Kersey explained the investigative reporting system and investigation procedures to the Board.
The Board was asked to recommend a pro-review for Marriage and Family Therapist investigations.
OLD BUSINESS
Mr. Hetrick distributed the draft rules for the Board to review. Changes were made to the rules.
Grand-parenting rules were drafted for Marriage and Family Therapy.
Dr. Jones moved to adopt a name change from Licensed Professional Counselor-Private Practice to Licensed Clinical Professional Counselor. Jun Shiosaki seconded the motion, motion carried.
Dawna Jackson moved to adopt the new rules as temporary rules. Dr. Jones seconded the motion, motion carried.
At the Idaho Association of Marriage and Family Therapy meeting on September 28, 2001, a presentation is to be made for the new rules and the Marriage and Family Therapy Law and Rules.
BOARD BUSINESS
NBCC Convention February 22-23, 2002 in Greensboro.
Ball Foundation inquired about on-line career planning vs. career counseling. Board’s decision is that in the American Counseling Association Ethical Standards on- line counseling is regulated and the Board abides by those standards.
CONTINUING EDUCATION AUDIT
Twenty-seven audits were reviewed by the Board and one was required to show documentation of hours for LEOPC.
REVIEW OF FILES
LMFT applications were reviewed and ten applicants were approved for licensure upon receipt of the $75 original license fee. Two applications were not approved because they need more information.
LPCP applications were reviewed and six applications were approved.
Meeting recessed at 5:00p.m. to reconvene at 9:00a.m. on July 12, 2001.

The Board requests that the Bureau make a form for the application addendum showing the requirements for endorsement.
