Board Meeting
February 6-7-2001
Chairman Craig called the meeting to order at 9:10a.m. February 6, 2001. Board members present are: Richard Craig, Ed.D., Dawna Jackson, M.Coun. and Jun Shiosaki.
Bureau members present were: Tom Limbaugh, Bureau Chief, Budd Hetrick, Deputy Bureau Chief, Roger Hales, Administrative Attorney, John Kersey, Chief Investigator, Kirsten Wallace, Prosecuting Attorney, Investigators, Joe Van Huss, Michelle Bissey, Carol Ehlinger, Cindy Roland and Bob Jones and secretary, Janice Wiedrick. Connie Collins from Idaho Counseling Association also attended the meeting.
Dawna Jackson moved to approve the minutes of October 3, 2000 meeting as read. Jun Shiosaki seconded the motion, motion carried.
JOHN KERSEY/KIRSTEN WALLACE
Dawna Jackson moved to go into executive session for discussion of potential litigation. Jun Shiosaki seconded the motion, motion carried.
Jun Shiosaki moved to come out of executive session. Dawna Jackson seconded the motion, motion carried.
Dawna Jackson moved to accept the recommendations made by Kirsten Wallace on cases: COU-B3B-02B-99-005, COU-L5B-02B-99-010 and COU-L2A-02B-99-017. Jun Shiosaki seconded the motion, motion carried.
A hearing will be held on May 1, 2001 at 10:00a.m. with a hearing officer in attendance.
Discussion was held on allowing the Board to pay licensed counselors for investigative pro-reviews. The Board was advised that law and/or rule changes would be required to allow such payments. Dawna Jackson moved to table this matter until a later board meeting. Jun Shiosaki seconded the motion, motion carried.
Jun Shiosaki’s first term of office expires in July. Mr. Shiosaki would be willing to serve another term if appointed.
Attorney Robin Denison met with the Board for discussion of the application for Licensed Professional Counselor COU 072898 DWW.
Dawna Jackson moved to go into executive session for discussion of the applicant’s file. Jun Shiosaki seconded the motion, motion carried.
Jun Shiosaki moved to come out of executive session. Dawna Jackson seconded the motion, motion carried.
Dawna Jackson moved to approve issuing a Licensed Professional Counselor license to applicant COU 072898 DWW pursuant to the applicant having met the requirements. The Board will take the request for the license to be retroactive to the application date of July 28, 1998 under advisement. Jun Shiosaki seconded the motion, motion carried.
Dawna Jackson moved that each Board member review and compare Utah’s law with Idaho’s Counselor Law, in preparation for discussion at a March 6, 2001 conference call set for 10:15a.m. MST. Jun Shiosaki seconded the motion, motion carried.
Jun Shiosaki moved to go into executive session for review of applicant COU 070700 SF file. Dawna Jackson seconded the motion, motion carried.
Dawna Jackson moved to come out of the executive session. Jun Shiosaki seconded the motion, motion carried.
Dawna Jackson moved to issue a Licensed Professional Counselor license to applicant COU 070700 SF with the following conditions:
1. Applicant must submit a clean urinalysis report prior to issuance of the license.
2. Applicant must meet with a Board approved supervisor for one hour once a week for six months following the issuance of the license.
3. Applicant must, upon the Board’s request, submit random urinalysis reports for six months following the issuance of the license.

Dawna Jackson moved to go into executive session for discussion of COU-060995 KHB file. Jun Shiosaki seconded the motion, motion carried.
Jun Shiosaki moved to come out of executive session. Dawna Jackson seconded the motion, motion carried.
Dawna Jackson moved to have Roger Hales draft a letter to COU 060995 putting the applicant on notice that the required supervisor’s report has not been received. Jun Shiosaki seconded the motion, motion carried.
ASCAB Meeting
Dawna Jackson, Dick Craig and Budd Hetrick reported on the ASCAB meeting in Tampa Bay, Florida. One big issue was portability of licenses and other concerns were technology in the profession, supervision, Model Code for Board members and digital learning. The next ASCAB meeting will be on January 10-12, 2002 in Tucson, AZ.
Discussion was held on the voluntary registry. The head of the task force that first worked on the voluntary registry is to be invited to the May meeting for further discussion.
BOARD BUSINESS FILE
The Board business file was cleared with the following actions taken:
1. Magellan Survey completed
2. Notice of the NBCC Review of Examination Program February 22-23, 2002 in Greensboro, NC.
REVIEW OF APPLICATIONS FOR LICENSED PROFESSIONAL COUNSELOR PRIVATE PRACTICE
Eleven applicants for the LPCP were approved for licensure upon receipt of the $20.00 original license fee.
One was notified that further information is needed.
CONDITIONAL PROFESSIONAL COUNSELOR
One applicant was approved for the CPC.

LICENSED PROFESSIONAL COUNSELOR
Twenty-three applicants were approved for licensure upon receipt of the $75.00 original license fee.
Five applicants were notified that further information is needed.
Wall certificates, minute book, per diem and travel vouchers were signed.
Having no further business before them, the meeting adjourned at 1:10p.m.
