INTERNS & POSTGRADUATE SUPERVISION

In keeping with current trends, and after dialogue with various groups, the Board continues to implement rules for those who have graduated and are obtaining postgraduate clinical experience toward licensure. Individuals pursuing licensure are now able to register through the Bureau of Occupational Licenses as a counselor intern or as a marriage and family therapy intern.  Click this Registered Supervisor link for a list of registered supervisorsThe specific rule changes concerning interns are outlined below.

245. REGISTERED INTERNS (Rule 245). 
An individual pursuing Idaho licensure as a Professional Counselor may register with the Board as an Intern. An individual pursuing Idaho licensure as a Marriage and Family Therapist shall register with the Board as an Intern in compliance with section 54-3402, Idaho Code.

(NOTE: Idaho law requires Marriage & Family Interns to register their internship with the Board. Counselor Interns are not required to register, but must do so if they wish to use the title "Counselor Intern.")

01. Requirements For Registration.

    a. Possess a graduate degree in counseling, marriage and family therapy, or a closely related field from an accredited university or college. 

(NOTE: The Board, not the applicant, determines whether or not the field of study is closely related to counseling or marriage and family therapy. Adequate information must be provided to the Board concerning the course of study in order for the Board to make an informed decision.)

    b. Be actively pursuing postgraduate supervised experience.

(NOTE: Supervised experience must be adequately planned, implemented, and documented. Simply having a supervisor in the course of a normal working environment does not constitute the "active pursuit" of supervised experience.)

    c. Designate a Licensed Professional Counselor or Licensed Marriage and Family Therapist who is registered as a supervisor and who shall be responsible to provide supervision.

(NOTE: The person providing supervision must be identified and must meet the requirements of Rule 200 in order to provide supervision

02. Registration. An individual applying for registration as a Counselor Intern or Marriage and Family Therapist Intern shall fully complete the application form as established by the Board and submit the designated fee as adopted by Board rule.

03. Practice.

    a. A Registered Intern may only practice counseling or marriage and family therapy under the direct supervision of a Counselor Supervisor or Marriage and Family Therapist Supervisor who shall be responsible to ensure that a Registered Intern is competent to practice such counseling or marriage and family therapy as may be provided.

(NOTE: Direct supervision must include face-to-face consultation on a regular basis throughout the course of supervision. The development, implementation, and documentation of a comprehensive supervisory plan is essential in order to gain the Board's approval.)

    b. Only a Registered Intern may use the title Counselor Intern or Marriage and Family Therapist Intern.

(NOTE: The use of these terms by those not registered as interns with the Board will be considered a violation of Idaho law and will subject the violator to possible Board discipline and criminal prosecution.)

    c. An individual shall not practice as an intern for more than four years from the original date of registration.

(NOTE: This rule sets time boundaries on intern practice. An intern has 4 consecutive years following registration with the Board during which postgraduate supervision must be completed.)

The board has adopted and continues to refine rules outlining the qualifications for those providing postgraduate supervision. Beginning in July 2004, supervision must be obtained from registered supervisors who will have met the following requirements. 1) document no less than 1500 direct client contact hours during at least two years of practice under licensure and, 2) have obtained a minimum of 15 contact hours in supervisory training, and 3) have not been disciplined in the past five years. The specific rules concerning supervisors are outlined below.

200. COUNSELOR SUPERVISOR REQUIREMENTS.
Effective July 1, 2004, Idaho licensed counselors shall be registered with the Board in order to provide postgraduate supervision for those individuals pursuing licensure in Idaho as a counselor.

01. Requirements for Registration.

    a. Document at least two years experience as a licensed counselor.

    b. Document at least 1,500 hours of direct client contact as a counselor.

      c. Document 15 contact hours of education in supervisor training as approved by the Board. 

    d. Have not been the subject of any disciplinary action for five years prior to application for registration.

(NOTE: The documentation of item a. is based on the Board record of the licensee's original date of licensure. The documentation for items b. and c. MUST be provided by the licensee to the Board. The documentation of item d. must be certified by the licensing authority from every state in which the Idaho licensee holds, or has held, a license.)

02. Registration. A supervisor applicant shall submit to the Bureau a completed application form as approved by the Board.

    a. Upon receipt of a completed application verifying compliance with the requirements for registration as a supervisor, the applicant shall be registered as a supervisor.

(NOTE: The Board will issue written confirmation of registration to each licensee who meets the registration requirements.)

    b. A supervisor’s registration shall be valid only so long as the individual’s counselor license remains current and in good standing.

(NOTE: There is no renewal or re-certification requirement for supervisor registrations. If, however, a registered supervisor's license expires, is cancelled, or is sanctioned by the Board, the supervisor's registration will become immediately invalid. A new application meeting the requirements of Rule 200.01 must be submitted before the supervisor will be re-registered.)

03. Supervision.

    a. A Registered Counselor Supervisor shall provide supervision in conformance with the guidelines for supervisors dated March 1993, adopted by the Association for Counselor Education and Supervision.

    b. A Registered Counselor Supervisor shall not provide supervision to more than six individuals at one time.

(NOTE: No more than 6 interns may be registered under a registered supervisor. Every supervisor should notify the Board immediately of any change in the status of interns under their supervision.)

 

239.  MARRIAGE AND FAMILY THERAPIST SUPERVISOR REQUIREMENTS .
Effective July 1, 2004, licensed marriage and family therapists in Idaho shall be registered with the board to provide supervision for those individuals pursuing licensure in the state of Idaho as a marriage and family therapist.

01. Requirements for Registration

    a. Possess two years experience as a licensed marriage and family therapist and document at least 2,000 hours of direct client contact with couples and families.

    b. Document 15 contact hours of education in supervisor training as approved by the Board.

    c. Have not been subject to discipline for five years prior to registration. 

(NOTE: The documentation of item a. is based on the Board record of the licensee's original date of licensure. The documentation for items a. and b. MUST be provided by the licensee to the Board. The documentation of item c. must be certified by the licensing authority from every state in which the Idaho licensee holds, or has held, a license.)

02. Registration. A marriage and family therapist shall fully complete the application form as established by the board and submit the designated fee as adopted by board rule.
