MINUTES
Chairman Roberta Crockett called the meeting to order at 9:00 a.m. and welcomed the Board’s newest member, Jon Glick.
The Board reviewed the July 10th & 11th minutes and made some corrections. Dr. Jones moved to approve the minutes as amended. Seconded by Dr. Freeman, motion carried.
The Board reviewed the August 27th, 2007 minutes. Dr. Jones moved to approve the minutes. Seconded by Mr. Glick, motion carried.
LEGISLATIVE REPORT
Ms. Cory gave a brief legislative report and introduced Dave Hotchkiss, the new investigations coordinator.
FINANCIAL REPORT
Mr. Hetrick presented the financial report which is available to the public on the Bureau’s website at www.ibol.idaho.gov.

COMPLAINTS
Dr. Jones moved to accept IBOL’s recommendation for closure against complaint COU-P3-2-2004-14. Seconded by Ms. Woods, motion carried.
Dr. Jones moved to accept IBOL’s recommendation for closure against complaint COU-P1-4-2005-17. Seconded by Mr. Glick, motion carried.
Ms. Woods moved to accept IBOL’s recommendation for closure against complaint COU-P3-1-2006-2. Seconded by Dr. Jones, motion carried.
Dr. Freeman moved to accept IBOL’s recommendation for closure against complaint COU-P6C-4-2007-31. Seconded by Ms. Woods, motion carried.
PROPOSED LAW & RULE CHANGES
Mr. Hales went over the proposed law and rule changes which are available for review on the Counselor’s website at http://ibol.idaho.gov/cou.htm.
Ms. Woods moved to enter into executive session under Idaho Code 67-2345 (1) (d), to consider records that are exempt from disclosure. Seconded by Dr. Jones, motion carried.
Ms. Woods moved to enter into regular session. Seconded by Dr. Jones, motion carried.
BOARD BUSINESS FILE
The Board discussed correspondence from Cara Cashour regarding State Mental Hold. It was noted that this is not within the Board’s jurisdiction. Ms. Sexton will respond to the email.
The Board discussed correspondence from Curtis Garner concerning testing and assessments. The board stated that the law does support some types of various tests for assessment purposes. The Board’s opinion would be that it needs to be within the scope of practice and whether they had been trained in it.
INFORMED CONSENT
The Board discussed the sample informed consent document and made some modifications.
Dr. Freeman moved to adopt the sample informed consent document with the modifications made and request the Bureau post it to the web page. Seconded by Ms. Woods, motion carried.
The Board discussed a correspondence from Doug Brecto concerning electronic or distance counseling. The Board stated that electronic or distance counseling is covered under the same regulations as any other kind of counseling and the licensee would need to comply with the Laws & Rules.
The Board suggested referring to the “sample” online informed consent document which can be found at http://ibol.idaho.gov/COU/General/COU_Info.htm.
COGNIZANT MEMBER
Mr. Hales discussed the role of the cognizant member. Ms. Woods will contact Dr. Kracke, the cognizant member on the Psychology board to get his thoughts on the cognizant member’s role and the board will discuss it further at their next meeting.
The Board broke for lunch at 12:20 p.m.
The Board reconvened at 1:40 p.m.
Dr. Freeman went over the annual report the Bureau put together for the Board. The Bureau will update the information for the Board every July.
The Board thanked Dr. Freeman for her hard work and time in putting together a power point presentation that can be utilized at the conferences. Dr. Freeman expressed her appreciation to the Bureau for gathering the facts and figures for the annual report.
Dr. Freeman reported on the NBCC conference she attended.

New CACREP standards
AASCB is beginning to establish a data base
Reporting to HIPDB
Some Boards are considering background checks
DRUG & ALCOHOL CERTIFICATION
The Board discussed attending the Drug & Alcohol conference and adding a slide to the power point presentation that showed the scope of practice for Professional Counselors and Marriage & Family Therapists.
Dr. Freeman was excused at 2:50 p.m.
Ms. Woods reported on the AMFTRB conference she attended.

Ms. Woods moved to have Dr. Jones attend the February Psychology meeting, in which they will be discussing PSR (Psycho-Social Rehabilitation) and have his expenses paid. Seconded by Dr. Freeman, motion carried.
Dr. Jones moved to adjourn the meeting at 4:10 p.m. Seconded by Mr. Glick, motion carried.
The next regular Board meeting will be held February 5th & 6th, 2008 at the Bureau of Occupational Licenses.
