The meeting was called to order at 8:30 a.m.
Board members present: Jerry Nemec, Art Elliott, Alan Gelet, Steve Pinther, and Pam Prather.
Others present: Rayola Jacobsen Bureau Chief, Budd Hetrick Deputy Bureau Chief, Linda Livengood Secretary, Roger Hales Administrative Attorney, Cherie Simpson, Administrative Assistant II, Bill Shaffer, Deputy Bureau Chief, and Warren Kangas of Kangas Enterprises.
Mr. Kangas addressed the board to present his request for the board to consider self insurance for his company; the board reviewed the request and stated that they would consult with legal counsel prior to making a decision.
Motion made by Mr. Gelet to approve the minute from January 24, 2006, seconded by Ms. Prather; motion carried.
Motion made by Mr. Pinther to approve minutes from January 31, 2006, February 7, 2006 and February 14, 2006, seconded by Ms. Prather; motion carried
Motion made by Mr. Gelet to go into executive session to consider records that are exempt from disclosure as provided in Chapter 3, Title 9, Idaho Code; seconded by Mr. Elliott; motion carried.
Motion made by Ms. Prather to come out of executive session, seconded by Mr. Gelet; motion carried.
Motion made by Mr. Gelet to approve the applications for registration submitted to the Board, seconded by Mr. Pinther; motion carried.
Ms. Jacobsen gave the legislative report and the financial report. Ms. Jacobsen also gave an update on the process.
Mr. Hetrick gave the investigative report.
The board requested that Mr. Hales write a form letter that states the requirements to register.
Mr. Hale and Ms Jacobsen discussed the cancellation of insurance with the board and the ways to deal with the vast amount that is being received on a daily basis. They also discussed alternatives for managing this information.
Motion was made by Mr. Gelet recommending concern be focused upon the final notice of insurance cancellation, seconded by Ms. Prather; motion carried.
Mr. Hetrick reviewed the process on how to search the website and download information.
The board discussed the email received from Mr. Stevens regarding the new laws concerning landscape contractors. The board asked Mr. Hales to respond to Mr. Stevens.
The board discussed with Mr. Hales about Kangas Enterprises and his request for consideration of his self insurance with the request that Mr. Hales write a letter in response to Mr. Kangas.
Ms. Jacobsen gave information on the types of emails and phone calls that staff have been receiving.
The board set the meeting date and time for April 18th, 2006 at 8:30 a.m. Following discussion the Board will continue the weekly Tuesday meetings.
